USA:s nya säkerhetsstrategi - It's the Democracy Stupid!

Den amerikanska regeringen har precis presenterat en ny omfattande säkerhetsstrategi. Global demokratisering är ett uttalat mål. Introduktionen säger att:

"It is the policy of the United States to seek and support democratic movements and institutions in every nation and culture, with the ultimate goal of ending tyranny in our world. In the world today, the fundamental character of regimes matters as much as the distribution of power among them. The goal of our statecraft is to help create a world of democratic, well-governed states that can meet the needs of their citizens and conduct themselves responsibly in the international system. This is the best way to provide enduring security for the American people."

Det skadar givetvis inte att sätta ribban högt. Men för att sätta målet i perspektiv tilläggs också en liten om än betydande brasklapp:

"Achieving this goal is the work of generations."

En värld av demokratier är trots allt inget man åstadkommer i en handvändning.

Notoriska USA-hatare låter sig förstås inte luras. USA-skeptikerna gillar konklusioner såsom:

"The times require an ambitious national security strategy, yet one recognizing the limits to what even a nation as powerful as the United States can achieve by itself. "

Sådana skrivningar tilltalar inte bara européer.

"Our national security strategy is idealistic about goals, and realistic about means. "
